Australia Biosecurity Import Conditions : Fresh Mangoes for human consumption. Country of Origin is India – Irradiation Treatment

Please note that vapour heat treatment is only permitted for mangoes from designated places of production or production sites within Uttar Pradesh and gamma irradiation treatment is permitted for mangoes from all states in India.

♦ The fresh mango fruit must be produced in India using standard commercial practices and packing procedures as described in the  for the review of biosecurity import requirements for fresh mango from India.

♦ As a condition of entry into Australia, Fresh mangoes must undergo mandatory irradiation with a minimum absorbed dose of 400 Gy at an approved treatment facility.

To demonstrate compliance with this requirement you must present the following on a Phytosanitary certificate:

i]

  1. The statement “Irradiated at a minimum of 400 Gy”.
  2. Packing house registration name or number.
  3. The treatment facility name or number.
  4. Treatment date.
  5. The number of cartons in the consignment.
  6. The container number and seal number (for sea freight only).

AND

ii] You must present the following on an Irradiation treatment certificate: The minimum and maximum (Dmin and Dmax) irradiation dose for the treatment.

♦ The maximum absorbed dose for mangoes must not exceed 1 kGy as per the Australia New Zealand Food Standards Code (FSC) requirements. The FSC is administered by Food Standards Australia New Zealand (FSANZ)

♦ The importer must present evidence that the goods have been sourced and produced in accordance with:

  1. The required system of operational procedures to maintain and verify the phytosanitary status of the goods.
  2. The mandatory pest risk management measures.

To demonstrate compliance with this requirement you must present the following on a Phytosanitary certificate:

The additional declaration: “The fruit in this consignment has been produced in India in accordance with the conditions governing entry of fresh mango fruit to Australia and in accordance with the Irradiation Operational Work Plan between India and Australia.”

♦ Consignments must be free from pests (other than those that will be neutralised by the approved dose of irradiation) diseases and contaminants. Consignments must also be free from contaminants, including leaves, excessive stem material, soil, weed seeds, splinters, twigs and other plant material.

♦ A phytosanitary certificate (original paper or e-Certificate) must accompany each consignment.

Packaging, labelling and conveyances:

  • Each consignment of goods must be packed in clean and new packaging
  • Mangoes must be made insect proof according to the department’s secure packing options, prior to being irradiated and exported.

    • Integral cartons – produce may be packed in integral (fully enclosed) cartons (packages) with boxes having no ventilation holes and lids tightly fixed to the bases.
    • Ventilation holes of cartons covered – cartons (packages) with ventilation holes must have the holes covered/sealed with a mesh/screen of no more than 1.6 mm pore size and not less than 0.16 mm strand thickness. Alternatively, the vent holes could be taped over.
  • The following information must be visible on each carton or package:

    • Product of India.
    • Fruit type.
    • Treatment facility name or registration number.
    • Packinghouse facility name or registration number.
    • Orchard registration number.
  • Associated packaging, and conveyances must not be contaminated by quarantine pests or regulated articles as defined in ISPM 5: Glossary of phytosanitary terms

 

Transit:

  • Packages must not be opened in transit.
  • Where a consignment is under the direct control of a transiting country NPPO and is either stored, split up or has its packaging changed while in that country (or countries) en route to Australia a “Re-export Certificate” is required.
  • Where a consignment is held under bond, as a result of the need to change conveyances, and it is kept in the original container, a “Re-export Certificate” is not required.
